Over the past decade, the Caribbean has directly and indirectly benefited from a number of regional and international disaster risk management initiatives such as: Caribbean Disaster Emergency Response Agency’s (CDERA) Audit Instrument, CDERA’s Comprehensive Disaster Management Framework, Caribbean Development Bank’s (CDB) Disaster Mitigation Facility for the Caribbean [DMFC], Organization of Eastern Caribbean States’ (OECS) Disaster and Risk Reduction Programme, USAID/OAS Caribbean Disaster Mitigation Project, United Nations Development Programme’s (UNDP) Caribbean Disaster Risk Reduction Initiative, Inter-American Development Bank’s (IADB) Indicators of Disaster Risk and Risk Management, and the World Bank’s Natural Disaster Hotspot Analysis. Indications of how the DRMBT has built on these initiatives are provided below:

National Security Council Report

The initiative for a Critical Infrastructure Protection Review of the Territory was requested by the National Security Council (NSC); an agency established after the passing of the Constitution Order 2007 cited at Chapter 4 Section 57. This initiative requested that the Department of Disaster Management, (DDM) prepare and present semi-annual reports on all critical facilities in the British Virgin Islands; within both the Public and Private Sectors.

 
Review of the Development and Building Review Process

Tony Gibbs, a Consulting Engineer, was engaged by the Department of Disaster Management (DDM) of the British Virgin Islands (BVI) to carry out a comprehensive review of the Development and Building Review Process within the Government of the British Virgin Islands. The principal objective of the review was inter alia to evaluate the operations and functions of the Building Authority (BA) and of the Town and Country Planning Department (TCPD) and of other Departments which impact on the review process of applications for development permission in the British Virgin Islands.

DDM EMERGENCY ALERT SYSTEM
Tropical Watch

The 2013 hurricane season is being predicted to have more activity than the median 1981-2010 seasons. They estimate about 9 hurricanes, 18 named storms, 95 named storm days, 40 hurricane days, 4 major hurricanes and 9 major hurricane days. The probability for one major hurricane tracking into the Caribbean is 61% (average for the last century is 42%).

The predictions indicate that significant warming has occurred across the tropical Atlantic during the past two months and the El Nino atmospheric force that inhibits storm formation is not likely to emerge this season which runs from June 1 to November 30.
